Is there a way to turn off allocation of inventory?  We don't want to allocate inventory to customer orders.

There is a option to ignore stock levels which will allow you to allocate more than what is in stock. Is that what you are looking for?

We don't want to allocate or reserve inventory to customer orders, since customers can often change their mind and cancel orders.
There is an option in the customer|setup|advanced preference and look for "AutoAllocateStockOnOrderEntry", set this to false or uncheck the box to disable this option. Once this is set to false it will not auto allocate the quantity when during creation of the order and you need to manually allocate it.
